The Bible states that every human being (except Jesus) was, is, and will always be a sinner. This means you, me, saints, pastors, the Pope, and anybody else for that matter. You can read that in Romans 3:23 where it says "all" have sinned. Remember, Jesus was sent here to die for all of our sins, even those called saints.
For your second question, God can have a purpose for anyone. It does not matter about their past.
