Is it okay for a church to pray for 'no peace' for someone?

A young woman had left a church I once attended. Is was not clear why she left. An elder of the church asked her mother if the young woman was 'discouraged'. The mother replied no and that she had a good job and things were fine. At a public prayer meeting the elder stood up and said she was 'like jonah of old' and 'seemed to be running away'. He also mentioned this young womans son in this prayer saying he received 'mixed signals' at home. Isn't this a form of wishing evil on someone? Also he was not sure why she even left, it appears he just assumed.
