In my opinion, anointing a person with oil is a holy action. Anointing is usually done for deliverance, when praying for healing, and even protection.
The Holy Spirit will at times guide us with the word of God and lead us to know who should be annointed and who shouldn't.
For example: If a person is drunk and beligerant, you shouldn't annoint this person in order for God to deliver them from their drinking. The enemy is using their boby at that moment in time while the person is inhebriated. It's like throwing your pearls to the pigs. It won't be appreciated or recieved gratefully.
